Jigmi Rinzin (DoB 1971) is a Member of Parliament in National Council, Upper House of the Parliament of Bhutan. He is a member of Natural Resources & Environment Committee (NREC) of National Council. This is his second term in the Parliament.
He is a member of Parliamentarians Forum for Development Evaluation in South Asia (PFDE). He has represented PFDE in numerous conferences, seminars and training events, both as participant and Resource Person, on issues related to Monitoring & Evaluation (M&E). He believes in networking amongst Parliamentarians, and was involved in initiating formation of South East Asian Parliamentarians Forum for Development Evaluation. At home too, he is a member of Evaluation Association of Bhutan (EAB) and actively involved in the promotion and enhancement of M&E in the country.
As a Parliamentarian, Jigmi has served in Public Accounts Committee (PAC), Economics Affairs Committee, Good Governance Committee, Committee on Mines & Mining, Hydropower Committee, both as a Chair and a member. He had also chaired National Committee on Parliamentary Entitlements from 2008 to 2013.
Jigmi was instrumental in the formation of the Asia Regional Association of Public Accounts Committees (ARAPAC) and became its first Secretary General from Dec. 2010 to April 2013. Representing ARAPAC, Jigmi had facilitated numerous international events on Public Accountability, Good Governance, and Parliamentary Studies.
Prior to 2008, Jigmi had worked in Anti-Corruption Commission and Royal Audit Authority (Supreme Audit Institution) in Bhutan. Between 2003 and 2005, he was a Reference Panel Member from Bhutan in INTOSAI Auditing Standards Committee Working Group on Financial Audit Guidelines.
He has an Honours degree in Bachelors of Commerce from the University of Delhi, India, and holds a Fellow Chartered Certified Accountants certification from the UK.
